You'd be best off with a plex/emby share, IPTV is not designed for VOD.

I know for plex you can try something off /r/plexshares

60000 plus files on vod made up out of 1000s of films 100s tv shows 250 4k films ... own app ... $60 for 12 months ...

Why not just have your people use Cinema, bee tv or cyberflix? Catch up is much more important to customers than VOD
